Controlling The “Ghetto Problem”
In 1969, General William H. Draper was appointed to represent the United States on the United Nations Population Commission. Draper had once proposed that government sponsored population control efforts among the poor be accelerated as a way to deal with racial unrest and to cure what he called the “ghetto problem.” Draper was on the governing body of PlannedParenthood and had personally raised more than four million dollars for the organization.
